Pet food recalls in Australia are always voluntary. Recalls are often damaging and/or costly to a manufacturer who will attempt to avoid public exposure. Affected products may be covertly removed from suppliers, with no regard to products within an affected batch which have already been sold to a consumer.
There is no legal requirement in Australia to recall any pet food product, even if the product has been contaminated or believed to cause harm.
